The royal Turkish council has entrusted me, foreign minister Caspian to convey a message to my British counterpart.
We acknowledge the British request for access to the Black sea via Istanbul. However, the Turkish government would prefer if you did not take this action. We have assured all of our neighbours that Turkey would pose no threat to them and feel that this would ruin our reputation.
Understand that this is not a threat. Turkey will not, I repeat, NOT go to war over such an issue so if you are determined to access the black sea then we will not intervene as we are a peaceful people.
We hope in the cause of goodwill between two nations and in the eyes of the other great powers that you will respect our stance and not access the Black Sea.

France would also like to stress the respect of Turkey's neutrality. Turkey should not let British ships in, but on the same hand shouldn't be letting Russian ships out.
