That happens when trade routes are established to someones capitol.
I also believe it sometimes happens when others are moving stealth units (diplo's) in your territory. It switches the map but doesn't show the actual diplo moving. I've used this as an early warning system to send out some scouts, and sometimes expose/kill the diplo.

We had a player that retried and clamied it was my ISP's fault!
He was in a critical point in a big attack. I am sure he looked at the whole map (((::: to see defence and all such things.

Last night in a game with rah, winzity stole 7 techs in one turn, the damn map would auto focus to the city he was stealing from.. And i had the GL.. This was long after trade... In fact because i had exchanged terrain maps my map was jumping all over the place the whole night.

Brrrrr, thank god these things haven't become mainstream (yet). The Civ2 community would fragment completely.
I heard about some of the hex editing tricks and some of the earlier cheats but there's some stuff here I never heard about. Shame that MPS-Infogrames never released the Civ2MP sourcecode as a goodwill gesture , then a lot of it could be patched (although reading and actually understanding that code would take months, if not years) .
Freeciv seems to be far more solid on that front
