I'm with Dictatress on this one: the Russians by far. Zulus and Mongols are also pest but only at the beginning of the game. Later they tame quite a lot. After you have left them with a couple of cities, that is. The Russians always attack no matter how many cities you've taken from them.

I voted Other, by which I mean my friend in MP who started a war against me he couldn't win but that war meant that I lost all chances to win against the others

I vote Japan, you can ally with them and give them all the techs you have, and they will still sneak attack you in EVERY GAME

On further consideration, the most annoying civ in the game is usually mine. Look what the AI has to put up with:

-rushbuilding wonders a turn before the AI is done
                  -stacking units on mountainous chokepoints
-accepting huge $$$ to join in a war and then doing nothing
                  -stacking bombers over battleships
-building a SDI in a city 3 squares away from a really juicy, non-SDI city
-taunting, in the form of incessant demands to 'remove troops', when none of the AIs are anywhere near my cities.
-dropping nukes on stacks (ships, usually)

etc... etc... Now, if the the AI did any or all of these regularly, wouldn't it drive you absolutely ******* nuts???

Carthaginians, they are always tying to get big and are destroying all other Civs. in that way I only have to watch them and when they are the only one left release my tropes and destroy them. I like to fight against all civs, not just one, it annoys me.

And by that I've entered the Civ II forum
Now I'm going back to the Civ III forum

The blue civs annoy me most. Aside from being annoying pests in my quest for world domination, I can hardly see their blue city dots on the little map! I feel compelled to change them to my color to make the map more readable.

Actually, the most annoying civs are those that have yet to build roads after several thousand years. I leave them alone for 2/3 of the game, and they can't even build a stupid road! They deserve the destruction wrought on them... I'm sometimes tempted to build them with my own engineers, just to make their pathetic little latrine of a civ worth conquering.

In general, it's the purple civs. First, there is an error in the demographics screen that makes it appear that the purple civ is getting all the gold (taxes and luxuries) from every civ. This really distorts the GNP and GNP per capita calculations. Second, I'm usually supreme, so the purple civs tech status has a direct affect on the price per tech for me (as the key civ). You can't kill them, and you have to feed them techs. Within that group, the ever-expanding Indians and the viciously aggressive Mongols are real pains if they start up far enough away to be hard to reach. (I play on large maps.) Both can get huge and hard to deal with.

im surprised less voted for the english

i like building all my wonders in one city, so i only get one wonder at a time and all to often the friging english are building about 3 at a time and then when i look for the wonder citys there little 7 city civ is sitting all pretty with about 2 wonders a f'ing city in the middle of the largest contenent on earth, so i have to land everywhere, explore, then invade. I all to often let my anger out by ripping there cities apart and starving those bastards to death, i can remember those great seiges becouse they always get the great wall (i dont want it, i rather use walls that dont expire) and just wacthing there cities slowly drop muhahahahahaha!

I'm with you, STYOM. I'd have to add:

-Out of nowhere transports appear landing howies and spys that capture the AI's capitol and bribe half the AI's remaining cities all in one turn

I voted Other, but because of the Chinese. Usually if I'm ever falling behind on techs, it's to the Chinese.

For me, it's the Americans. I'll quite often play as the English and try to get an Anglo-American alliance going. I feed them techs, money, whatever. I have never seen them develop into a powerful civ worthy of an alliance.
