    Adjusting the tax bands just now, I found on zero tax I still had $9 income. Fiddling with science and luxury rates altered this to $0, $9 or $38, but not in a linear pattern. 50/50 Science/Luxury was the $38, so I'll leave it a few turns for WLTP growth.

    Expenditure remained the same ($750) so not much practical use, but as the Scots say, "Many a mickle makes a muckle"

    Just a bug?

            The cause cannot be a rogue taxcollector - since a $0 income is achievable - the answer is rounding error if you have say 7 trade arrows in a city with 50% lux 50% science the city yields 3 beakers, 3 cups and 1 coin!

                Logical. "Remainder" might be a better term.

                Though I was under the (possibly wrong) impression that Civ2 just wasted any surplus - eg, if you're building an improvement or Wonder that needs another 20 shields to complete and the city is producing 25 per turn (or less but you deliver a 50-shield caravan), what happens to the surplus?

                Same thought on advances, but I'll start a new thread...

                    Capitalization is the only normal source, and I've found (when just running up a high score and nothing left to build) you can run on zero tax and stay solvent...

                      Capitalisation

                      Does it have any other purpose other than to convert the production that turn into gold? And why does it have a shield cost of 600...that's just confusing. Has anyone actually managed to "build" it?
                      My warrior beat a fortified musketeer behind city walls in a city located on a mountain!!! W00t! If only the other 32 warriors had the same luck...

                        Capitalisation - I've found it useful to raise loadsamoney fast for bribery or rush-buying. One snag is, I think you may lose out if you need to switch a capitalised city back, eg to build a recycling centre or solar plant.

                        From memory, I don't think you can "complete" capitalisation, although it states so many turns - seems to be just ongoing.

                          Capitalization-
                          someone reported that they were beat to a wonder and switched to capitalization, and got the reduced shield warning, then they switched back from capitalization to another wonder a few turns later and had the same number of shields they had before. despite the warning.

                          I don't know if that only applies to wonders, or you can switch to capitalization for some quick cash and putany item you're building on hold without penalty. it would be worth checking out

                            I believe that capitalization counts as a wonder for production switching purposes. You can switch from a wonder to capitization and back without any shield loss, but you get the 50% hit if changing to/from other improvements/units.

                              Think it depends how long the city's been capitalized - in current game I miscounted and was a SS module short, set a capitalized city to make it and there were no starting shields.

                              IIRC it had been capitalized several turns.
