You could rush-cuild Convoy System in Vorkuta for 516k but it will be ready in 2 turn regardless so thiers not much point.
Buy my reconing you're going to have more money than you know what to do with so feel free to rushbuy any other city improvments being produced which will take more than one turn to build.

Sure you can. The trade units are currently "NON".
If a unit is in Baku for instance when it is in the city just click on the trade unit to activate it and then hit "Support from this ciyty" on the orders menu. Viola it is now "Homed" or supported by Baku.

that is correct, however we have several non convoys as well that are coming through from Iran into ashkahbad and shipped across the Caspian Sea to Baku.
Time for tech choosing and opinions again:
The three main choices: (left out one tech that would lead to a air defense technology).
Advanced Research: Research labs, and is one tech removed from the tech necessary for tankograd if people want it.
122mm: Allows us to research Mobile Warfare IV. Mobile Warfare IV gives us the Joseph Stalin tank, but only by summer of 1944!
Assault Artillery: Will give us Su-152 tank hunter for summer of 1943. It's an upgrade of Su-122. Cost 70, attack 15, defense 6, Hit Points 3, Firepower 2, and summer movement of 4. Will not ignore anti-tank defenses.
I recommend assault artillery, for it will give us the new unit the fastest. We should have plenty of time alter to go after Mobile Warfare IV. And Tankograd and Research Labs seem uneeded when we are averaging one tech per turn! (at least with convoys).
The good news comrades is that right now we have the best equipment for the war we will have in a while, the new T-34's and the Yak's are the last "great" tech breakthrough.
