CAPITOL should be building Vet Military Units and growing. Let the baby cities ICS and get their defense from CAP. (Understanding that we can't disband cities, but I did think it was agreed that CAPITOL's barracks would be made use of...)Apolyton's Grim Reaper 2008, 2010 & 2011

There's a whole treatise on this approach in the Great Library. Check it out at Civ2 - Strategy. The GL threads are topped there. A real treasure trove of info.Apolyton's Grim Reaper 2008, 2010 & 2011

I am in favor of ICS until monarcy, then when your cities are getting the extra food and trade arrows, grow to size three and Celebrate, then you easily get to size 8 in no time and will be itching to build some aquaducts.Wizards sixth rule:

While we are still isolated (and protected) on an island, it might be a viable strategy to deliberately grow our cities with WLTxD. We should have some discussion about that.Civ2 Demo Game #1 City-Planner, President, Historian

Acctually you can use WLTxD in monarcy to stimulate growth, however in my experience it is much more expensive and does not last nearly as long. You may only get one or two citizens this way but that will put you to five and you will then have a naturally occuring growth that can take over until republic. of course this is also assuming you have granaries, without them it takes much to long to grow via food production.Wizards sixth rule:
