Infinite City Strategy (or Sleaze) is an approach to Civ2 where you minimize your defense and city growth in order to maximize the number of cities laid down. In some variations, there is considerable overlap of city borders. Since cities will be small, you make room for more. Properly done, you actually work more resources this way.
One city
Size 1 = 2 resource tiles worked
Size 2 = 3 tiles worked
Size 3 = 4 tiles worked.
Size One city
One city = 2 resource tiles worked
Two cities = 4 tiles worked
Three cities = 6 tiles worked.

I am in favor of ICS until monarcy, then when your cities are getting the extra food and trade arrows, grow to size three and Celebrate, then you easily get to size 8 in no time and will be itching to build some aquaducts.

While we are still isolated (and protected) on an island, it might be a viable strategy to deliberately grow our cities with WLTxD. We should have some discussion about that.

Acctually you can use WLTxD in monarcy to stimulate growth, however in my experience it is much more expensive and does not last nearly as long. You may only get one or two citizens this way but that will put you to five and you will then have a naturally occuring growth that can take over until republic. of course this is also assuming you have granaries, without them it takes much to long to grow via food production.
