I notice :
- the unknown cities were at a predictable location.
- the Romans were foolish to build all their cities on shore ... for our ironclads !
One question : is foreign councellor screen showing any restarting civ ?

Yes, the terrain development tends to give away the locations, so at least a couple of the cities were found easily.
I notice that the Roman and Indian pattern of city locations are opposite. Romans had all coastal cities but one, and the Indians have all inland cities but one.
The Foreign Minister Screen does not show any restarts (yet, anyway).
