    I think, as the City Planner, either building settlers or martial law units would be at this stage appropriate. Later on, we should concentrate on infrastructure, primely temples.

      Black citizens appear after 14 cities I think. The 14th city will start with a black unit, and no number of martial law units can stop them since any one citizen can only be affected by one unit, and they will only turn red after being affected by the unit, the city will still revolt. So any city after the 14th needs a temple immediately built. Actually the best route might be make it an entertainer, get 1 sheild, then rush build the temple.

        I thought you could keep going on lonegr before you start out with a black citizen...thought I remembered something like starting with a content one and after lets say10 turns it would change color...don't remember clearly anymore was over 180 cities ago...

          When riot factor = 14, every 7 cities = -1 content citzen per city.

          I deity we get 1 content, so 7th city = -1 content , so we get 1 red. At 14 we get -2 content so we get 1 black!
