        Hey I'm military advisor I can't vote otherwise then Martial Law.
        --> I wanted to answer 'we need to use all of these' but since you can only choose one I suggest to start with Martial law.
        Why?
        ->you get rid of unhappyness
        ->you have a defence when attacked by whomever want's to attack us(something temple's and colosea don't do)
        ->under monarchy we can support 3 of them for free(next gov should be commie or demo depends on our shield status)

        And I would also opt to build a global hapyness wonder in one of the bigger cities.
        only use entertainers in emergencies and try to stay away from Lux we have more use of science and gold.

          Hey, wher's the Build Settler option. Best way to minimize disorder prior to Mic's Chapel is to keep building settlers. I voted martial law so we would have the defence for new settler/cities ready to go when we build the settlers.

          Other best methods, Don't switch to Republic and don't build Pyramids.

            the settler option is nice for exsisting cities but when a newbuild city starts out as a red or even a BLACK citizen then you react like this=>

              Upping the tax rate won't do much for us at this point.
              Martial law will work, but our settlers will need escorts to suppress that first citizen with the red hat.
              Reducing production is a last resort. Better to escort the settler to the city site.
              I like temples. They make 2 people happy!

                Let's have any entertainers and forget about the problem.
                Well, if the city size is 1 or 2... then building a temple sounds good.

                  Oh, and BTW, is there a black citizen in Civ 2? I never saw one! How does it appear, and how is it dealt with?

                    Here, take a look at the people.gif file.

                    The black citizens are criminals and rebels. They're even worse than red citizens, and the only way to deal with them is trying to keep the population content to avoid their appearance.

                      I still don't get when do they appear. I mean, it's easy to have 5 red people in a city with 20 happy/content, and I see those reds for several reasons. But what must I do to see them?
                      Do they just appear at Deity?

                      And once they appear, what can you do to make them disappear?

                        They appear mainly in Diety.
                        At the moment I'm doing a record atempt:I have over 100 cities and every new city starts out with a black citizen(I can only try to temper that by 30% tax and hope to build a unit before the content unit turns red again.)
                        If I take a look at the happiness buildup of a city it sometimes show something like this for a size20 city:
                        1 red 19 black
                        -->thanx to builings/wonders/martial law/30% tax/entertainers I can build this down to no red or only 1 or two.

                        (if you go to the hall of fame(here on apolyton )and download the highscore on diety,just play around with the taxes under demo,you'll see)

                        (I'll try to find a screenshot to show)

                            Maybe we should inform our citizens of the actual problem:
                            ->We build city
                            ->first citizen is unhappy
                            ->we have no Cash
                            ->???building something when in disorder???
                            ->use an entertainer to get over this period: untill eternity????

                            ==>quick and simple solution build 1 warrior/or whatever and inflict martial law=> ppl stay happy till you can easily build something.==>we are monarchy=no support for first 3 units.

                              This is one of the reasons I wanted to know the difficulty level.

                              You're right, when a new city is founded we'll start off unhappy. Can't build a temple to make them happy cause they are all ready in disorder, so really, the only options are adjust Luxury rate or Martial law. Keep churning out Settlers and Warriors/Pikeman until we get Mich's Chapel, then we can consider Republic and growth.

                              Don't build Pyramids
                              If we build Pyramids, we will start to grow too quickly and then Civil Disorder is a real problem at Deity level. Once we get Mich's Chapel and can switch to Republic/Democracy, we can We Love The King Day our population much faster than the Pyramids. Plus, if we are going to build an early Wonder, it should be Colossus for the Super Science City.
