      that would have the same effect in turnbased(even worse),when one turn would take a week(not even the 28days you suggest) 20 turns would almost take half a year...
      -->timebased seems more practical for such a reason I think.
      (when you know you won't have time comming month you stay out ellections,otherwise you can never be sure how long you stay ellected...)

      (btw thought I read it somewhere in Adamsj's rules...or something not sure....)
