it's a list of stuff you're not supposed to do... so basically, yes.

I think sometimes the mods ignore blatant rule violations to avoid a big fuss as well.Jon Miller: MikeH speaks the truth

Obviously, the poll shows that people have actually read it...
And no... there is NO WAY it could ever cover the rules that are enforced here. It is impossible to even begin to guess all the stupid and silly things people can do. If it was a "black and white" thing, it would turn into one of those, you said we couldn't say this, but I added a "s" to the end, so it's ok according to your rules. blah blah blah.
It is meant to provide a "guide" to behaviour for posting. If you actually take the time to read it, you will have a really good understanding of what is and is not exceptable.
Plus, If I wanted to play the word game with you... here is what is printed under the "what will get me disabled" section:
Double Log Ons...
Massive spamming in a thread
Multiple identical comments posted in many different threads.
Hate Threads... Or seriously hateful posts
Massive Flaming
Behaviour which is considered distruptive to this site.
No explicit sexual discussion allowed
Doing anything after an Admin or Mod tells you not to do it.
Usually, common sense is the rule of how we want things to work here.
This is far more inclusive than you seem to think. I can classify a bunch of activity under the "Behaviour which is considered disruptive to this site" clause.
So... the FAQ is a very important guide for posting within rules.
It needs to be here.Keep on Civin'

the poll is actually the point of this thread, the title and the rest is just bait to try to get extra views and people to vote.
the percentage so far is higher than i'd thought, though i wonder how many civ3 general regulars have voted...

So here I am, a pathetic Settler, and likely the only one who's voted. Registered about 3 weeks ago, read the FAQ a couple days ago. Thought it was straightforward and clear.
Anyone who's been part of an online community would get it.
And anyone who's determined to be a troublemaker will do that.
BTW, you can't seriously believe that the drive space taken up by the FAQ is meaningful compared to (for instance) this thread, can you ColdWizard??
(OIC, that's part of your "bait" to get more "views" -- very clever, totally fooled me into participating...)
