Who knows, one day there might be a The Sims / CIV combination where you get to walk around the palace, meet foreign emissaries, and build your own Nuclear Command Center.

/me guides the blindfolded Smiley to the centre-square and shoots him without hesitating one second. He then sees vast crowds running to the streets and start chanting and dancing....

you have to have a game engine like stars!, with hundreds of star systems, each containing dozens of planets. each planet would then be a game of civ, and each city in the game of civ would be simcity, and every house in simcity would be the sims.

in all serious though, if they made a war game based off the Sim genre, I'm SURE they'd suck in a lot of teenage boys.
imagine if they combined all the games, and a rag-tag band of Apolytonians waged war and captured a city full of female Sims, and bent them to our will via iron fisted rule.
rawk.

So your Sim decided on a military career, eh? Introducing...
The Sims: Baghdad
New features include land mines, a health meter, missile-launching donkey cart, and the ability to dig rabbit hole basement hideouts. Don't like your neighbors? Send 'em to Gitmo, shoot 'em, or throw them out of helicopters. Try not to get them too angry though or your house might end up in need of major repairs. Do well, and Dubya himself might drop in with a turkey!
