As far as I know whoever calls election must give 1 turn notice of the fact to allow votes to be purchased. It doesn't matter this time, I suppose, as Flubber is unavailable to be lobbyed.Comment

As far as I know that is not true. The announcement has to be made WHEN the election is called. All the votes are still available to be purchased at this time.
