I would like to start a game with these settings fixed:

no cooperative victory

And with the following settings voted on by the players. The most votes in any category determining the settings.

I am looking for a volunteer for CMN

Considerations:

Example: No upgrading and moving the same unit on the same turn.

Other such unconventional tactics will be approved on the basis whether that they are a part of the realism of the game.

I'm interested in playing, but is this a SMAX game or SMAC game? Because I only have SMAC. If it's SMAC, then I'd prefer to be the Gaians, with a standard map and high amount of native life

I agree with the rest of the settings, but not sure what double blind research is. Is that just blind research or something else? Anyways, I prefer directed research but don't mind blind if everyone else prefers blind.
