If yes and as this can't harm the other's I don't have a reason not to accept. Actually this could speed a little the game but it might be a little tiresome in a later stage . But it will aid most the populated factions .
As for the communications, as the advantages remain then I agree with you .

Isn't that when you upgrade a former while terraforming where you instantly grand the terraform regardless how many turn had left?
Oh great. So in addition to being the best researchers on Planet, Keygen and Solver have also been swapping techs. Magnificent - and me still 1897 turns from Flex
I think the terraforming thing relates to the fact that you can set a sea former (specifically) to do a certain task. Say build a mining platform. Then, just before it completes, you can stop it and give a goto command. If you do this with several sea formers simultaneously, you can actually sink an enemy land base in a single turn.
edited to add: if you upgrade terraforming formers via the DW, you do *not* get an instant completion on their task. I know this for a fact. However, many of them will complete next turn if you upgrade to fungicidal when they are removing fungus, or if you upgrade to a super former, simply because the task requires fewer turns. I am not aware that this is considered a cheat, any more than the fact that upgrading to a better reactor will heal some damage as if by magic.

No, you don't have his comm frequency. You might have trouble cancelling the treaty though ... the only way to do it (apart from attacking or stealing something which I assume you can't do yet) is to right click on Solver in the commlink and select "demand withdrawal". It's possible that the AI might declare vendetta on you on Solver's behalf - at which point you can then agree a truce.
I wrote that for your interest - the treaty isn't so important really, it doesn't matter to me if it stands
