Yes, including Planet. EVERYONE should submit to Chairman Yang! As soon as I have the most votes, I repeal the U.N. Charter (even if I have enough votes to win Supremem Leader), then I nerve gas and Planet Buster every dissident faction until the only thing left is Hive cities and those factions that have submitted to Hiverian rule.
