I'm not saying it's bad, just that I don't like delaying more critical things like Env Econ or MMI, just for +25%. It's better to attack worms than defend against them anyway.
It does free up a slot, but since trance is cheaper (and with a bigger bonus), that's only useful in certain situations. You can get Neural Grafting on the way to Bio-Eng and MMI, which gets you an extra free slot. Once you get two other useful abilities (Clean, AAA, Police, ECM, etc.), then it can be worth it. But that's why I say delay Field Modulation until after you get most of those other things. By that time, though, you usually need multiple defenders anyway, so it's almost as easy to have one for each niche-- one Clean Police, one Clean Trance, one Clean ECM, one Clean AAA. IMO, it's not critical to give all those units +25% defending against worms. The extra mins could go toward another clean unit instead.

Well, given that the Spartans have access to the Hive's tech bank, we should consider what we want next.
A few big techs are Adaptive Eco, Planetary Eco, Enviro Eco and Bioengineering.
Adaptive Eco will be ours soon. If we wait, the Spartans will research I.I. (to build cit. def. force). Also, a comp might research neural grafting as well (I don't know about that). The Spartans would probably like us to research Enviro Eco for them. If the comp is not likely to get neural grafting soon, I'd say go Enviro Eco. If it is ready soon, I'd grab neural grafting then plop in clean reactor (hello formers!).
Don't hold your breath on AIs researching Neural Grafting for us. Although, you never know...
Otherwise, sounds fine for me. I think neglecting weapons technologies is good for us at the moment, with the Spartan relations going well and the Hive being an AI. Let's concentrate on our strengths! :b
Now we have finished Adapt Eco and got HE lasers from a pod. HE lasers will permit us to build a defense force against the Spartans if need be.
On this current turn we can get a treaty with the PKs for Adapt Eco. & Ind. Eco, or try waiting to get cash for use on the PKs and begin discussions later.
The near future plan is to go for us to go clean and at the same time go for D: AP with the Spartans.
The Federation has proposed us researching I.I. for them in exchange for Social Psych and Doc: Loyalty. Researching it will slow down our tech progress, thus delaying clean.
Becoming governor and getting the global trade pact would researching I.I. immediately a more useful tech for us.
On this current turn we have a few techs to choose from. We could go social psych if we expect partnering with the Spartans, or Doc: Int if we want the MCC. We got a bad choice of techs this time :P
