It would be stupid for them to admit they have missiles already if they actually did. That would warn people and give them time to prepare for an attack. They would be better off just slipping in a couple of missile rovers near a city an let us find out the hard way.

Impossible. Several turns before in one trade discussion they were looking for HGE. Unless they traded for it from someone, they can't have it. Probably boasting.
