First I like to put right a minor misunderstanding. My title of 'Infotrader' means that I am the choosen person to have diplomatic contacts with other nations, it has nothing to do with the fact that I currently forward our public administrative results to the next faction. So for the time being any message that the Lordship of Diplomacy wishes to bring to our attention may be adressed to me.
The Data Angels are willing to put Industrial Automation on the negotiation table for, naturally, an honest price. We of the Angels do feel however that this technology is quite a milestone for the progress of any faction, and hopes your Lordship of Progress is aware of this. In case the Gaian Union has already an offer ready for the offered technology, we are listening.
And please do tell Lady Deirdre that her fears are unnecessary, not a single dominant native lifeform has been reported extinct within our zone of control. Though we do have second hand information about native killings in progress near one of our borders by others.

It seems that Angels are interested in trade too, but waiting for our first step. And they didn't miss to point out how important tech is. I see several options - offer them cash (I would rather see sth else) - offer them tech we will get after our current research is redirected after receiving IA. My proposal - promise them tech to which we will research after IA in exchange for them trading IA now. We should make point that we will research IA soon ourselves and that if they are willing to gift it to us we will research tech instead and then gift it to them. We should probably offer sth as token. Perhaps map of explored parts of their continent ! - I could take screenshot and then alter it to show only explored Angel lands and then send it to them via email - it would also gain their trust. And also we should offer some insignificant sum of cash if they wish, like 5 or 10 credits. They probably won't agree - but they should accept if we offer them data on their continent+5-10 credits ine xchange them gifting IA to us so we can redirect research. Hopefully they will realise that they can gain as we will.

Offering them our next tech (likely Biogen or Psych) plus some information about their continent seems an acceptable price. However, they might want a say about what the next tech is. Any demand besides Biogen and Psych I say is unacceptable at this point, since we really need to get both.

Ahh... formality.... So, what are the official duties, besides handling communication and deals, etc? Anything? I presume this will happen after the next turn.
You will be sent the diplomatical offer to Angels consensed in the "Commlink with DA thread" or here at "Lordship of Diplomacy"
This offer will be more like order list what to offer
You must make the offer "appealing" or "formal" or "diplomatical" or whatever you call it and propose here (if AOK) and then PM to infotrader GeoModder
There will be times then the message transferred to you will be ready to forwarding or will be forwarded by someone else in case of your absence..
Also if you receive urgent message from DA, you should be able to respond according to opinion of Gaian Lordship of Diplomacy (there are some general diplomatical rules at "contact with DA" thread and in this one, you should read them) and in short time, of course.
In those cases you should also post the message at "diplomatic correspondance thread" and ask for opinion in "contact ws DA" thread - in case someone is active and can aid you in quickly making decisions..
All such activities should be reported here in form of "official message" or "official report" - see my post above for style (or you can make your own style too!)
Well, at the end I must say you'll not be so owerworked as some Lords are, so just be here and act when you have a free time!

About current offer - Angels will ask more than we are willing to offer, so we must expect that deal we agreed on is 'middle sollution' - compromise between our and theirs solutions. They will request ECs, on which we will disagree (needed for rushing) so perhaps we do not offer the map information initially - but just tech swap with them - they won't accept this but send a counteroffer- so we would then suggest giving them information on their continent, as well guarantee on not popping any pods - thaey would hopefully accept this as a sort of compromise and think they've driven a better bargain. Any thoughts on this?

Given that we're only a few turns away from IA, its value is significantly lower, and the Angels would be pig-headed to withhold it in trade. Of course, they may not believe us when we say we're currently researching it, but if they don't, they'll find out we were truthful in a few turns.
Think of it this way: trading techs helps both parties involved, though perhaps unevenly. It's definitely worthwhile to get an advantage over 5 other factions at the cost of slightly losing out to another faction, as long as that other faction isn't already the strongest.
I think Ouro should get to work. BTW trading units to Angels is nice idea binTravkin
