We tried but Spartans have a Spartan defender probe in each remaining Uni base.

We would need two probes to be sure of success. Also Spartans would regard it as an act of war: breach of Modo or something.

We would have a better chance of infiltrating the Spartans if and when they found new bases.

Yes, but they wouldn't know who infiltrated them as long as the probe wasn't detected beforehand. Actually, if we would sent a plane to a PK base, and use it to scout the contents of a base, we would know better what to expect.
