Because there is no "no" option, that 51 percent is never heard and, well, cooperative victory passes (probably, depending if Im understanding everything correctly)
And we can see if a rule is popular or not by the percentage of the people who voted for it.
you could say you need 2/3 of the votes for a role thats 66.667%or 50% right down the middle just a idea
