I'm basing the positions made on the preliminary constitiution / government structure Jam posted in this thread which no-one objected to. I'm fine with any changes to this structure, which is partly why I called for discussing these items here.

We should aim for a decentralised "spiderweb" government, not a "tree" or "column" structure.
In the middle should go the turnplayer of the moment.
All around him/her should be other posts that feed information into the centre of the web. The turnplayer should have no responsibilities to gather info, just to eat it, plan the turn and spit out the reports.
The "strands" of the web have the job of organising polls, elections, policy decisions, tech progress, SE settings, base placement, terraforming etc. Noone should be fixed in a post, but everyone should try and help each other out to give the turnplayer as much info as possible.
Anyone can be the leader - and we should regularly select a new one.
