OOC: I think Jamski's proposed model would be quite good, although it might be better to make the time-limit based o the real world rather than the game... say, a week or two? That would prevent slow progress from keeping people out of participation.
As for the mercenary thing... sounds like a good idea, but not as the team's sole purpose. We'd build up an army that was sustainable, use it to attack people as we were paid to do, and use it as we wished the rest of the time.
And another idea for what to do when no-one wanted us to attack other factions: get oruselves a few rovers with Empath Song, train them up to Elite level, and send them around dealing with people's worm problems. The Morganites might like that when they started polluting a lot... just let a few worm-hunters hang about near your monoliths (or bases, if Pacted), and whenever there was a pop, watch the worms burn. The planetpearls alone would make it a very lucrative business.
