    It's also true of most wargames (I don't recall if Panzer General was this way but you guys surely do) that the number of units was predetermined. Thus, hex crowding was limited and known in advance, thus the game mechanics and the unit numbers were preset so they worked out. With something like a computer game, you can keep building units such that you end up with the carpet of doom.

      Panzer general (and other functional games of that genre) had a unit cap for the player (and probably also for the AI).

        The design team for Civ5 played too much Panzer General and not enough Civ4.
