Yes, and the cure was draconian limits on expansion. For MP it pretty much made the game trash since no one could get a lead and games came down to seeing who could build the biggest stack. If the stacks canceled out then the game came down to points so you'd spend 2 hours grinding for points. The point system was absolutely terrible and didn't properly reflect tech leads and wonders and other things. Worst game ever for MP if you like a skill gap. Although, somehow they actually made CIv5 worse.
