Starting as a rebel

I like the model in ctp. Rebel states should attack the Achiles heel of their former civ. There should be an ability to forment revolutions more often than in ctp2. I'd only have enough gold to support a2 or 3 spies.

Naaaah, the opposite was true at Kent State. 4 died and there were major reprocussions.

However, rebel states also have the problem that many of their citizens don't really want to rebel (look at the loyalists in the US during the revolution) and they may even have to fight them down before they can think of attacking their former state's achilles heel.
