Call To Power 2 Cradle 3+ mod in progress: https://apolyton.net/forum/other-games/call-to-power-2/ctp2-creation/9437883-making-cradle-3-fully-compatible-with-the-apolyton-edition
The 5 barrack requirement might also be too much on a small map / low land mass game. Many civs don't have 5 cities in that kind of games and making the strong even more powerful is not too good. So i don't mind you've dropped the barrack requirement plan.
Debug playtesting showed clearly that AI uses cruise missiles only in a VERY conservative way. So they will NEVER load it onto anything and will never airlift them either.
So i seriously recommend to take load and airlift capability from cruise missile to take this huge advantage from human players for the sake of your great mod player1 in the next version.
Unfortunately this also means that sea and air based cruise missile idea (by me and others) can't work. Damn the hardcoded AI strategies!
Debug playtesting starting in the future era also showed that government corruption level has a great impact on how AI civs prefer them.
A relative balance between them (AI civs use all govt types but despotism, after all are available) could be achieved only by setting republic and democracy corruption level to RAMPANT.
It seems they still give enough trade benefits for smaller civs and republic/democracy lovers (greeks, americans etc.) to make them prefer that type of govt.
IMO it's good to have all kinds of govts among the AI civs and not having an 'evolution' of governments (despotism->republic->democracy) in all civs.
It may be just my preference so choose whether you'd like to play with this possibility or it's too radical for you.

I'll remove airlift flag.
Still, since there is ability to load them on ships in standard game (even without load flag), I won't remove load.
But, if Firaxis fix this, I'll fix it too.
P.S.
Moving by ships is still much slower them airlift, so it won't be too much abusable. Much less then, for example, Artillery.
(somehow if you need to choose between transporting 8 Tanks or 8 Cruise Missiles you'll always take Tanks)

I suspected that only some sort of massive corruption could make Rep. & Dem. more balanced compared to Communism and Monarchy.
Unfortunately, it just seems too radical for this MOD.
P.S.
With such corruption heavy Democracy, industrial producstion is much better in Monarchy and Communism.
P.P.S.
Is rampant corruption for Rep&Dem only change you did?
Are other governements same as in core Civ3?
With courthouses and police stations and a well placed forbidden palace (if possible) waste won't be a big problem for republicans/democrats even with rampant setting (no more than about 10% overall waste). And with the lots of money you get in rep/dem you can quickly rush-build courthouses/polices. So there's no real production disadvantage in rep/dem (with rampant) for territorially homogenous civs.
And yes i've just changed rep/dem. Monarchy left at problematic. Communism of course is communal.
Doesn't this make Democracy kinda obsolete, since Republic will have same corruption, and Democracy would only befenit from worker speed and propaganda immunity, but with much higher war warriness?
I agree with you. Democracy is only better than republic in an aggression-free diplomatical environment which is rare, when having the same corruption.
I think i will increase democracy's draft rate to 2 to make democracies thougher on defensive than republics. This might give them the necessary balance boost.
Did you know that China and Arabia have almost the same alternate color, so that it's possible for them to be indistinguishable in the game? (For example, if America, France, China, and Arabia are all in the game).
This can easily be fixed in the editor. Player 1, perhaps you could make sure your friend Barry knows about it?
Do you think that Galic Swordsmen needs lower price of 40?
If it does, I'll lower it and lower price of Conquistadors to 50 shields too (Explorer=10 shields more expensive Scout with better movemnt, Conquistador=10 shields more expensive Galic Swordsmen with better movemnt).
