Actually your are right that there are some units missed. For example Matilda, Pz Kfw I, Pz Kfw II, BT-5, BT-7 and more.
I am working on a new tech tree for the scenario, and then I will incude new units.
The Hamburg problem is a real week place of my scenario, but in your version there are to little space left near Benelux countries. Because of Civ battle rules the war on that space become unrealistic. (I have tried)
I really do not know what to do with it ...What ever you do, always think first!

As I know PzKpfw IV became the main German tank after operation Citadel, before they were mostly used as support tank for Pz Kfw III. In this scenario former Panzer appears much early then Tiger, so I dicided to call it Pz Kfw III.
Imho you shouldn't focus to much on realistic units for each country, one or two special units for each side which offer really different ways to play the game should be enough.
I don't like scenarios with thousands of different units of which are most more or less useless and the player ends up producing masses of one certain unit.

I had to finish my first game as the french (I removed the settler from all countries and didn't see the russian settler) and I didn't notice anything except the lack of resources (I had to attack greece and the balkans in order to build railroad) and that the tech rate was really slow. I played till 2630 and not a single tech was discouvered.
I know I proposed to slow the tech development down a bit, but I think you overdid it

I just downloaded Version 1.4 from the webside but I can only find one starting file (for germany I think, due to the g at the end).

About Settlers: may be you are right, I have to think about it.
About Benelux: they were quickly overrun in both World Wars by German Army not because of terrain, but because of bad strategy and weak armies of the defenders. In the end of WW2 allies had some problems with capturing those cities, even when best of German Army was fighting in the East.What ever you do, always think first!

- Starting files: I don't get the idea behind these. Why don't you just uncheck "Human Player" in the Players editor? That way every player could choose his nation when loading the scenario.

- Starting files: Not so fast, Jafar! (joke) The uncheked "Human Player" is the same that that first player "Human Player" checked. To make every player aviable to choose his nation I must select for any player "Any" nation in the Players editor, in this case I could not give players different techs. I had to do it for the Multiplayer version of the scenario, but it is not a very good idea.What ever you do, always think first!

Some notes from a few short games:
- China and Russia need more resources (both have enough oil, coal and iron in RL and shouldn't have import them)
- there is still coal missing near Düsseldorf
- Vietnam needs rubber and the rubber in france and russia should be removed (russia could trade thier new resources for rubber)
Generally the map seems to be a bit low on coal, only britian as enough coal to export.

Possible. That way you'd have to place Kiel. I suggest tile (X:135/Y:35). Copenhagen could be relocated to (X:134/Y:32)
Wellllllll, can you then at least make different downloads for different nations? I only play as Germany and do not need files for France and others. This would also keep the download small (I'm on a 56k!!!!)
There are 5 downloads for diffrerent nations and a separate graph pack.
Africa and South America already are populated enough, I think. Maybe you should think about a new resource (one that allows cities to grow to higher levels) and enhance their sphere of influence (culture). That way you could at least simulate borders and population numbers of today's nations...
