Btw, maybe you can tweak this cultural side changeing thing a bit, brussels just deposed my governeour and switched sides to england along with 5 Panzers and 3 Infantries which were suppossed to attack Paris

Wouldn't it make sense to include Argentina as a South American civ? They had a tremendous GNP at the time and a standard of living higher than both that of Canada and France. At the turn of the last century they were an industrialized nation, though they've fallen on hard times now.
