But I really think this is something for scenarios only.

But they could play a strategic role, plugging up a sea lane etc. And it might be better having a water city to control a resource than one on land. To bad about the graphics though, it will look rather strange having a normal city in the ocean.

Well, sadly, this may be misinterpreted; just because you could set it in the editor doesn't mean that it would work. Even if it does, there are two major drawbacks that I see:

1. There's no likely way to make it dependant on tech; presumably, either you can build water cities in 2000 B.C. or you can't ever.

2. You can't, as of now, ever get ocean within your boundaries; thus, water cities would still be limited to shallow seas (not a HUGE problem), unless cities' forced radius of 1 does apply to oceans.

Restricting cities to shallow water would make more sense anyway. I can't imagine a realistic Ocean water city anytime in the next 50 years, not with current tech available or currently being researched. Sea cities and Coast cities, yes.

I am interested to see how they would work it when we get the patch.

I want better options for the classes. I think that you should be able to create classes yourself. There should be an option on what terrains a unit with a class can pass over, and an option for the class to be able to attack settlements.

hmmm , why not put the option ; declare war or not , ....50% chance to do it without declaring war , but it would cost so much , lets say 200 gold , if you dont have it , no attack without declaring war , ....

Now contemplate such a thing with Civ3's found-as-many-cities-as-possible-no-matter-how-****ty-the-location AI.
