I have not yet seen CIV III so perhaps I should keep my big mouth shut, but...
What I found most annoying about CIV II was, first the amount of information that can only be learned the hard way, or by tracking down things like the scenario design tips of the scenario league.
And second, that there are so many things that are unique to a given unit slot and cannot be duplicated - when it comes to Engineers, Spies, or Freight, 'There can be only ONE!' Damnit, I wanted at least three kinds of Engineers for one scenario - a basic Engineer type unit that transforms terrain, an Insured Engineer once the Insurance Advance was discovered that gave cash to the owner when it was destroyed, and finally a Constructor unit able to paradrop (dropped from orbit) These things (transform, espionage abilities, etc.) should be editable flags, not one of a kind abilities.

Ok, my first comment is: What were the game designers smoking when the developed this scenario editor?
C'mon now, fellas! You KNEW that one of our biggest wishes for Civ 3 was a suped up scenario editor! I just don't see how you could have decided that a scenario editor without the ability to place cities and units would fly... I mean even if you had given us a Civ 2 thing where you start a game and use the cheat mode to lay down cities and units would have been fine! But we don't even have THAT!
Ok, all is forgiven if you fix the problem....
My obvious comment is to give us that ability because otherwise how am I going to make my Civil War scenario?
Secondly, we need something that creates events in the game. A Cause & Effect feature is imperative for any decent historical scenario. I don't really care if its a MACRO language, another script language, or if we have to write it in storybook format! Just put it in there! And I want to be able to do anything with it!
If I want to make it so that when my naval units blockade New Orleans all of the troops in the city lose a certain amount of strength without an import of gunpowder, then DARN IT let me do it!

I think that Don Pedro is right. The editor and the languages available should allow an experienced user to do absoutley anything in the game that he wishes to do. We have to remember that the AI may not know how to use some of the things we put into it, but the user should still have al possible options for scenario making.DO, OR DO NOT, THERE IS NO TRY - Yoda

Okay, this might seem a minor point, but I really wish there was a mini world map in the map editor. It would make navigating around the map so much easier, plus you would be able to see the look of the whole world at once - something I always liked to see when generating random maps.Later,
