Urrrgghh... my mistake. Go Republic ASAP, stay there throughout, prioritize Nationalism for drafting, then Communism for Police Stations. Move your Palace, as described above. Get as many cities as possible into WLT?D (i.e., the new 'Theseus Prescription': gain six lux, minimum). For each high corruption city, just try to build/rush the minimum easy & required stuff, than leave'em alone... your strength will come from your core anyway.

That said... yeah, Kon, in certain cases I will STILL very much recommend going vanilla Commie!!
