The real problem is probably that Spain is seafaring and they always start on a coastal square. However, since any half-decent map is big enough that Madrid is in center of the Iberian and not coastal, this switches it with someone elses.
I had this same problem a while back.
Make sure you either switch their strength or have Spain start on coast.New American UU: Al Gore-Eliminates pollution and you get "The Internet" great wonder instantly.
