          Since we're all nicely nitpicking, here are my 2 euro cents: RCP is not a bug, it's an exploit of the city rank corruption bug. I don't think this city rank problem is a design flaw and was intended to work this way. A while ago (about 6 months) the source code of the corruption function was posted. It was quite complicated, from what I could see, and made me believe, that the city rank corruption issue is caused by wrong implemention of the corruption formula, hence a programming fault, also called bug.

                Sir Ralph is entirely correct. City ranking became subject to a bug / unintended design consequence; RCP was the strategy / exploit developed in response. It is hard to distinguish the interplay between the above four 'labels'.

                To be honest, I've been ambivalent about how serious a problem RCP has ever been... terrain issues often trump corruption, so in effect RCP becomes a valued tool for more advance players, but not a gamebreaker. I liked it as a strategic option, actually, just as much as I like the current solution (which has the deleterious effect, IMHO, of making FP placement boring... in other words, I don't like it).
