Anyone else notice that after patching to 1.22 that if you irrigate grasslands the food stays at 2 - but it works ok on the grasslands with the hay source, giving you the full 4 foods after irrigating.
Probbaly no one would notice, because no one would irrigate grasslands, while in despotism. Probably not even if they were not in despotism, unless they need the food desparetly.

Grasslands gives 2 food. Irrigated grassland one extra, so 3. Wheat resource gives 2 bonus food, so 5 in total. Under despotism however, you get a penalty of one, so irrigated wheat grassland will only give 4 food.
Because of the despotism penalty, irrigated grassland gives the same food as unimproved grassland, which is why most players mind grassland under despotism.

If you mean mechanics-wise, anything resource that's produced over 2 on a tile is reduced by 1 (you probably knew that ) even if it's on the city tile.
If you mean why it isn't a general exception, getting it in every city would be way too powerful. As it is, the fresh water exception makes Ag a bit unbalanced IMO.

If we're talking purely about game mechanics, wouldn't this mean that under despotism the 3 food on a river that a city square gets should be reduced to 2 anyway?
As for the original question, my guess is simply because that's the way they designed it to be as a trait feature, irrespective of game mechanics. And as Kloreep says, perhaps they gave the bonus under despotism only to river tiles because it would otherwise be too powerful.

Yes, it should. But fresh water cities are given an exception to give the trait some early-game power. (Err, some may be an understatement in some situations. )
