    That image brings up another question - when does a city start to take some of the inner tiles of another city? I have seen this happen before, but not with the first culture expansion. Do you start to encroach on the tiles directly next to their city if your culture radius is two steps above theirs?

      I was of the impression you could only snatch the inner tile row from a city if you were two tiles from it, and had a higher culture.

        It is hard to predict with cities that heavily out culture other cities. And in those instances a culture flip usually makes the issue moot.
