            The frown was clear,
            but my question was: 'is it valid'
            Your reaction: 'are you kidding.....' suggested you meant it is valid because it unfortunately happened already oftenly in history.

                    Great idea, Dis!

                    To the original question, you have a choice. It's very easy to tell when a city is size one and only slightly more difficult to tell if it has no culture (meaning the 4-5 turns after a lib or temple has been finished, and thus generated some culture, but not enough to bump the borders). If you choose to attack, it's with the knowledge that the city will be autorazed.
