In my games I now make 2 govt switches - Republic once I've finished any early wonder I was building, and Democracy when the unit and worker count gets expensive and I'll soon need fast RR as I won't have any coal in my statically-bordered civ. On Monarch level losing another half-dozen turns isn't critical.
On higher levels Religious gets more important.

I usually go into monarchy for a bit of blood and guts then move on to democracy - particularly when sing the AU mod which really kills republic for me. If I'm not using the mod I may go into republic for the whole game and be more careful about warfare.
