You seem to have a single ring of cities around your capital (couple exceptions). Feudalism + a few small cities at the start of the war + a big army + new small cities from conquest = victory?

The game is won, but it's won because the empire is as big as it needs to be (or almost), the land is fully improved, the empire is defensible, and human micromanagement, tech trading, and late game skills will allow him to win in virtually any manner he chooses. With an empire of sufficient size (enough for an FP + a bit more) the game is in hand unless there's a real anomaly of an AI that challenges in a funny way.
