    Actually, it doesn't make too much sense that wonders never produce culture for anyone except the original builders. For instance, take the Aztec temples. They were Aztec culture 500 years ago, but now they're a famous thing about Mexico that attracts a lot of tourists. In game terms, it would be Mexico having the former Aztec cultural influence in their city.

      Wonders that are captured can still be tourist attractions IIRC.
