I think you are wrong, JesseSmith.
As far as I can see 1.15 does not include from 1.12:
-Civ3ConquestsEdit.exe
-conquests.biq
-conquests.mb
-jackal.txt (although this one is same as in 1.00 so is not needed)
And from 1.13:
-jgl.dll
And many other things from Conquests folder (inculding 1.12, or maybe 1.02 updated "4 Middle Ages.biq", some updated labels.txt, civiliopedia.txt and PediaIcons.txt files, some scenario specific art files, etc...)
It's easy to text.
Just install the 1.12 patch to some temp folder.
Then install the 1.13 patch to some temp1 folder.
And then install the 1.15 patch to some temp2 folder.
Compare the files, and you'll see the difference.
EDIT:
Although one thing I can say for sure.
If you install only 1.12 and 1.15 then you'll probably get all updates (exempt that jgl.dll, but only Firaxis know is it different in any way).

So for patch to be realeased at the end of february it must be completed at least at the end of january.

Jesse is to be commended for his posts here (and on civfanatics). It is rare, but so beneficial to the game's customers, to hear/read the news and views directly from those involved in developing and supporting the product. Clearly it takes a lot of ambiguity and angst out of the beta-patching process when you don't have to wonder about the authenticity of the information.
Similar kudos can be attributed to Soren (amongst others), from whose earlier postings we learned a great deal about the undocumented game mechanics.
Though IMO Firaxis has been deserving of criticism in the past, I also think that Jesse deserves credit for his practice of open communication on these forums.
