Sorry, but the AI does cheat. Cheating can be ascertained by allowing something that you don't have a realistic access to - and Civ3 excels at giving those 'bonuses' to the AI. Let's not pretend that the 'advanced' AI of Civ3 is any better than pure cheating, because it isn't.
Another problem is that it forces players to play against it's cheating methods in order to win. Simply moving the goalposts does not an AI make...
