I never lose buildings in Anarchy. I might lose some population, but it's easier to grow new people than it is to build new buildings - plus you're taking a culture hit if you're losing temples.
Try going to each city and using Entertainers to keep the people happy. Don't let civil unrest ruin all your hard work building infrastructure!!

Sounds painful. I can't help you with the no gov to switch over to at the time. You must look at your cities to see how many unhappy faces you have and correct as many as you need, depending on the level of the game.
For late govs, you should have temples/cath/coll/markets in place and trade for extra luxs as a buffer, then as a finally move set citizens to specialist.

they usually take care of moods, but i've already seen one or two cases where you still have to go in there and fire the governor.
About thirty turns ago in my current game, a city was in disorder for three straight turns and I kept thinking that my governor would take care of it each time, but no luck. Had to fire Governor Schwarzenegger.
When I get tired and/or lazy I'll set the governor to manage moods in all cities. I don't let the governor do anything else...
I've never had trouble with the AI governor managing moods, I just let the gov loose and all my city improvements are safe. However, it make s me uneasy letting them pick tiles to work and such.

i think i'll try it in my next game, managing moods, but kepe tabs on workable tiles.
how well do the other things work? like "emphasize production"?
