Who came up with this? Baskin-Robbins? I thought it was 31 flavors.

I've only seen the BIQ files yet, and in the conquests.biq there are 7 flavors named Flavor 1, Flavor 2, Flavor 3 ... Flavor 7

I believe that the Flavours can be assigned to techs and buildings so that only Civs assigned that flavour will research/build them, and the percentages refer to diplomatic relations between different flavoours?

So far I have yet to see how the AI uses them properly... I have assigned some at 5-15% and watched a Debug game to see how the AI choses, Its like a Priority thing at the moment, Now I may be Wrong but...

Its easy enough if its race Flavour A chooses Building Flavour A first, and lesser % in order...
          But
If the AI race is Flavour A & B, and the buildings are A- , B+C, A+C, A+D and B+E... Where A to B is 75% and B to A is 50%, and the rest at all 25%... the even though the A type building seems first choice, the B+C building will get chosen first....

Then combine with if the Building is Commercial and the race is commercial....

No, it's just a matter of priorities. If a Flavour 1 civ has a choice between building a Flavour 1 improvement or a Flavour 7, it will choose 1 first. Same thing with techs.

It seems to me though that it doesn't work very well. I haven't really noticed anything different in the way they build, though I haven't checked it out that intensively yet. I've just glanced at other civ's capitals, noy played the game in debug mode yet.
