Of course there's nothing stopping an Asian, African or South American software house writing a civ-type game and filling it with local civs - if there's a market for it.

Or just rename the civ in the editor perhaps?

Civ is inclusive from a world point of view. An African made Civ (for example) may have great detail locally but how would they model the rest of the world? At best, probably similiar to the way Civ is now.

I believe the reason, why there are no more african civilizations, is that historians don`t have real knowledge about these things. Who was the greatest leader of Songhai? What was the greatest military unit of Mali? I personally dont think that its problem that there are so many european civilizations included. I believe its more fun, exspecially if you make your own scenarios.
And saying that Canada or Hebrews should be in the game, is just simply laughable. Canada and USA are young countries, with no real own culture. (You cant really say that most american movies or music are culture, rather trash) And almost everything high-minded is more or less from Europe. You know that North- America was long time just a place where europeans send all highwaymen, religious nuts and beggars.
And hebrews... or Jews. And look at the world map, Israel is one of the smallest countries in the world.

American culture is "money making, money taking", not much more. Historical movies are always as truthfull as the films made in Nazi- Germany.

And by the way, finno- ugrian people had their days. English are much younger "civilization" than finnish. We att least had and have our own religion, language and culture. Anglo- Saxons, your ancestors, were just thugs and barbars. Celts are still the only real people of Britain.

Well, American culture managed to come up with the Civilization games for a start, which is pretty good going in my book. They also invented rock music and youth culture generally.

Ugliest? Tough call. Many countries that I've been to stand out in their own way but I wouldn't list England among them. But the country with the highest per capita ratio of prettiest women? Israel, hands down. In the two weeks that I was there I don't recall ever seeing a single ugly one.
