The constantly improved quality & sheer quantity of new units is the real lifeblood for Civ 2 nowdays. Despite its greater audience, I do not think Civ3 can currently aspire to the actual variety (and quality) of new scenarios being produced.
Bottom line: Civ2 is gradualy matching or outperforming Civ3 aesthetically. If we promote Civ2 scenarios more aggresively to the Civ community, we might just spark a Civ2 rennaisance in terms of participation...
