Is Hawaii included in Pacifica?

If so, can I sponsor a revolution in the islands of Hawaii (and various other Pacific islands?)

I'm not quite sure I know how to do this stuff. I've been to other geopolitical forums and couldn't see any real rules as such. If this just improvisational type stuff?
