No. Thread titles are in English and German, as are their contents. Non-German-speaking people play there; they post about it in the Civ2 SL sub-forum. It looks pretty much like PBEM scenario games only, mostly MGE, perhaps a few ToT. I remember playing against my friend once with two laptops linked up and we were both moving at the same time but just had to wait for both of us to press return before we could advance the turns. I have never experimented with this again. Is this what you mean by multiplayer?
At Civ Webring we play scenarios and post the saves on the forum for the next player to download and play. I just realised we still call them "play by e-mail games" although there is no e-mailing involved
