I've found that event-spawned ones are. Haven't checked for ones in uprisings.
It isn't the only property that drives them, more likely it's just one of several.

This pic is of a barb Brigand unit. After spawning, it didn't budge.
Maybe because of the units surrounding it?

I've been removing certain villages around the spawn points, and the barbs starting moving! Success! Partially, anyway.
